Yes of course.

As soon as you download a non-Universal or native application, you’ll get prompted to download and install Rosetta [2] on your Mac.

If you need to install Rosetta on your Mac - Apple Support

Rosetta 2 is not an app, but rather a compiler that runs Intel apps on Apple silicon.

When you install an Intel app on your Apple silicon Mac, Rosetta 2 will automatically prompt to install.

So, you are good to go! 😉

Install Rosetta 2 via Terminal

/usr/sbin/softwareupdate --install-rosetta

Question - it this a Apple Silicon M1 equipped Computer to Intel

If Intel - Rosetta 2 is not included in Monterey on Intel Computer

It is part of the Monterey Only on M! Apple Silicon computer

When you try to open the app what happens?

To install Rosetta:

Open the Terminal app and enter the following Command without Quotation Marks " /usr/sbin/softwareupdate --install-rosetta "

Install Rosetta 2 via Terminal

/usr/sbin/softwareupdate --install-rosetta

Never have I seen this before - stumped except to do a Recovery Mode for Apple Silicon Computers and reinstall macOS.

Personally - would wait on this for More Experienced Contributors and their advise.

Well as I said, it will prompt you if it’s needed for an application. So you should get a popup, like the one in the link I included in my previous comment.

If you are still having troubles with it, I would probably try to reinstall macOS. Do note, your data will be erased, please backup any important files to an external drive. How to reinstall macOS – Apple Support (UK)
