which iMac?

my late 2013 iMac is very slow. it has 1TB, I've used about 250 gb so far. I'm on the fence about a new mac that cost over $1400 with only 256GB of storage. I'm not a gamer. Basic web browsing, lot's of photo storage, some editing, music, some documents. I have a hard time accepting using mostly the cloud or an external when I want to view photos or listen to my music

Welcome to the Apple Support Communities.

When purchasing a new Mac, it is generally recommended that you purchase 16GB of Memory with the largest SSD that you can afford. Since you are using 250GB, get at least a 500GB SSD, or even better, 1TB.
