Just got M1 book Pro/Monterey cannot rearrange dock icons. Never had this problem on other units, "command key click drag done", that works just fine on other computers.

I opened up the System Preferences > Dock, clicked on Magnification (it had been disabled), and verified that the icons got bigger as the mouse moved over them. Afterward, I could rearrange the Dock without issues. Then, I disabled Magnification and retained the ability to move icons in the Dock.
