More than likely a popup phishing attempt. Apple does not send such a message. Force Restart the iPad using the instructions here, Force restart iPad - Apple Support Where you doing something online, such as surfing the web with Safari?

I got this on my Mac Pro saying my computer IP address used to visit website containing id theft virus. Dont shut down or restart. Call 866-990-****
