This accessory may not be supported popped up. The dismiss button does not respond. Therefore I cannot shut down or hard reboot because the notice is still on the screen.

Need help in getting the dismiss button on the “This accessory may not be supported” to work. Because it does not work I cannot use any function of the phone including doing a hard reboot.

iPhone 5c, iOS 10

Can you do a force restart? Not sure if that's what you mean by "hard reboot". Apple's force restart instructions start with the 5s for some reason. However, it should be the same with a 5c, which is hold the home button and sleep/wake button down together for 10 seconds or so until the Apple logo shows up on the display.
