iOS download fails - constantly

So, we have multiple ipads, iphones. There are two different iCloud accounts. Yet when we try to download new apps, or update old ones (or download ebooks via Kobo) on ANY device, the downloads always fail. We have MORE success via cellular, but often cellular fails as well. It simply says it failed and suggest, unhelpfully, we try again "later". We have tried resetting wifi settings in the device. We've tried soft & hard rebooting. We've tried resetting the RAM. The only thing that works is trying again and again and again and again and again. This is very unlike our App store experience of the past. Yet so strange it spans all these devices and over two accounts. Help?

You’ve also walked through great steps for working towards a resolution, and glad you had the opportunity to walk through those. If you can’t connect to the App Store, iTunes Store, or other Apple services
