Apple remote will NOT turn ON Panasonic TV

I tried hdmi removal, unplugging both ends , unplugging both ATV and PTV for a full minute plus and plugging all back in. ATV will not turn on the tv or my Bose soundbar but will control the volume!

I should not have to learn my tv remote if all I want to do is turn on and off right!? I did “learn” it and still nothing.
