Magic keyboard doesn’t have Russian-phonetics option, but on–screen keyboard has it. I have used different tricks, but couldn’t setup phonetic one on my Magic keyboard. Please let me know does it support it or I need to return this item.

Hardware Russian QWERTY should be the same thing as Russian Phonetic. Does that not work for you?

Go to settings > general > keyboard > hardware keyboard and tap over at the right edge. Make sure that Russian Phonetic is checked and not "automatic" or something else.
There is no Russian Phonetic option. When I use on-screen keyboard, I see phonetic keyboard, but when I use a hardware keyboard it is QWERTY or any other setup.
