My daughter's phone won't show up as a device in her iCloud account when she goes to Find my iPhone and looks at the device list. All of my devices show up under her iCloud account though, but not hers. How do I get her iPhone to show up in her iCloud.com/find, so that when she loses it she can make it make a sound?

Is location sharing enabled on her iPhone? Check it at Settings > [her name] > Find My
Tap on Find my and activate all the three settings: Find my iPhone, Find My Network and Send Last Location
The go back a step and make sure that her location is set at "This Device" and that Share My Location is active (green).
I presume from your query that you both are members of the same Family Sharing group?
