Can you try leaving your phone on charge, ensuring that iCloud Photos is enabled in Settings > Photos, making sure you’re on Wi-Fi, and that you aren’t on low power mode. iCloud Photos may not transfer immediately, as they are synchronised, not included in iCloud backups, and will take some time to download from the internet.
