I ordered a C power adapter and a MagSafe charger appears as delivered and the product never arrived and UPS says to contact apple I need help

You are not contacting Apple here. This is a community of end users. Look at your shipping confirmation email. There should be a link near the bottom for contacting Apple regarding the order.
