I had a stroke, so typing is increasingly difficult. When I look on iCloud I cannot see all of my photos that are on my hard drive. The photos application shows that 15,000 of the 50,000 photos on my iMac 2019 hard drive cannot upload to iCloud. How I can I get these to upload to iCloud?
I turned off Ethernet and WI-FI; even re-booted! The Photos app still showed "unable to upload." I viewed them, found they were still in the local library. My wife will have to phone Apple. I don't use streams and my albums (~25) are not so numerous! I have over 111 GB available on iCloud. Thanks for trying!
I suggest you call Apple Support and ask to speak to a senior advisor from the Creative Media team. I've had success addressing Photos issues with several of the team members (Andrew, Mason, Corey).

You'll have to provide more clues as to what you are talking about.
And, If you are using iCloud Photos, then you'll need to check your iCloud Storage on the AppleID System Preferences. Click on iCloud, then look at the bottom graph.
