Maps not showing street names or roads, only a grid

When using Maps, I only have a grid that shows up. No roads, street names, etc. In satellite mode, you can see the landscape and therefore the roads but not the names.

I've tried the following:

1. Rebooting the iPad
2. Uninstalling and reinstalling Maps
3. Resetting the iPad
4. Switching wifi
5. Making sure the date and time is set correctly
6. Making sure Location Services is on for Maps
7. Turning Airplane Mode off and on

None of that works. The only reason I need it to work is because Zillow and Realtor use Maps. It would be nice if the Zillow or Realtor app would let you select your map app preference.

Any other possible solutions?

PS: Maps works perfectly fine on my iPhone.
