My iPhone 13 receives sound notifications from anyone texting from an android phone. NO sound notification if text comes from an iPhone user. Have checked message notifications, reset sound to default, updated to latest OS, and restarted phone. Still nothing. Continue to receive sound notifications from android users.

Since this only occurs with iPhone users, do you have an Apple Watch connected to your iPhone? We asked because "Notifications go to either your Apple Watch or iPhone, but not both. Learn when a notification might appear on your iPhone, instead of your Apple Watch, below." as mentioned in Notifications on your Apple Watch.
If the issue persists, let's make sure your device is up-to-date and if it is updated, restart your device:
Update your iPhone, iPad, or iPod touch

Specifically look under the "Mute notifications for a conversation" section to make sure this contact is not muted:
"1. In the Messages list, touch and hold a conversation.
2. Tap Hide Alerts."

Thank you for your suggestions. I checked everything out and all buttons are correct. However.. still no text sound specifically from other iPhone users. Android phone users no problem. I receive a sound when they text me.
Thank you for your reply. I do not have an Apple Watch and have restarted this phone several times. It is a brand new phone so will have to take this issue further. Thank you for your suggestions but I followed all of them with no success.
