It doesnt show startup options when I hold power button for 10 second as decriped in the article.
THis problems started after keep restarting macos big sur. I dont know what exactly gone wrong I just uninstalled the applications last recently installed but this didnt fix restart issue.
Some how I successfully open macos with some reset combination but still I cant reinstall MACOS

And if it doesn't bring that startup Options no need look for something else go to Apple support or there is only one thing u can you if.you have second MacBook.
Bec. With second MacBook there are other options which you can install. Everything in DFU mode from second macbook
When you have second MacBook you can reset your MacBook and reinstall everything without that power button

You may be able to access macOS Recovery with a well-timed power button press:
Also, if necessary, you can force your Mac to shut down: Press and hold the power button (Touch ID) for 10 seconds. Then, wait a few seconds, before holding down the power button again until Startup Options loads.
If you install windows on your Mac using bootcamp, you would still have to get to the option screen to go to it. It would boot the first time to windows but after that you would need startup options. If you installed it on an external drive it might show up under options. If that was to be the case. Then it might mean that the recovery menu on you drive is missing. In that case you would need a usb installer for you operating system. That is if it will show up to do a reinstall. it might get it back. Can you back up your internal drive. If so, then erase it and do a clean install. Which should get everything back. then you could migrate you files back onto the internal drive. If you create a usb install drive and it will not show on your Mac Then I can't think of any other options and you may have to go to the Apple Store.

When you uninstalled Clean My Mac and Carbon Copy Cloner did you use the built into the apps uninstaller? I think you have pieces of old apps still on your computer. Also you could go to utilites activity monitor as you have something that is using a lot cpu. Download and run Etrecheck as I think you have some adware.https://www.malwarebytes.com/mac

I can clearly say that if you have this issue with Macbook ( Apple Chipset ) it is a hardware problem.
You have to go to apple.
Just one question ; do you use any converter for HDMI or anything else which is not supported by apple ?

These are good suggestions for an Intel-based Mac, but they aren't applicable for Macs with Apple silicon (including OP's Mac). Internet Recovery isn't available, and you can't reset the SMC.
To Encryptor5000. I had to look up the differences between the intel Mac and the M1 Mac. Seems most of the key combinations start with first pressing the power button. Have you tried a force shutdown by holding the power button and will it? When it restarts are there any dialog screens that are open? This may or may not help in find the problem, but could you download and run Etrecheck.https://etrecheck.com/. Post the results here. I'm thinking the restarting is why you can't get to the startup option screen or recovery.
None of them is worked. It could be a physical problem with TouchID ? But finger recognation is working I dont know.
one more last question ? THis startup options is coming from recovery partitions right ? so what if it is damaged ? ( ıdk why btw )
but my computer's main problem why it doesn't shut it down ?
I tried to uninstall all apps and but nothing working. I think I will stop being stubborn to go to apple store :)
If I could format macos like windows It will be great.
If I do one bootable windows disk and delete everything ? What do you think ? THen boot with macos usb ?

What happens when you try to access Startup Options? Does your Mac simply start up as normal? Or does an error screen appear?
MAC M1 PRO I can't boot in startup option to reinstall macos.
