iOS: What does App Store Purchased icon mean? Especially if app hasn't ever downloaded?

I have a iPhone 6 with iOS 12.5.5

I was on the App Store and had downloaded a couple of apps

I then went to download YouTube

I clicked the "Get" icon

It immediately changed to a "Purchased" icon and YouTube did not install.

I've never seen this before. What is the Purchased icon? YouTube did not download.

I checked All Purchases (My Purchases and Family Purchases) and it looks as if YouTube has never even been downloaded.

For the record: this is not a problem. Opening the App Store 6 hours later, the icon was back to "Get" and I was able to install YouTube. I'm just supper curious.

“Purchased” means your Apple ID has been used to acquire this app. If there were a fee associated with acquiring the app, your Apple ID has paid that fee.

Haven't seen that before. Usually it's the cloud icon with the arrow if an app was previously downloaded but later deleted. Or even on devices with the same Apple ID where the app can be shared.

Maybe check your purchase history? Haven't looked at that for a while so I'm not sure if that applies to only actual charges and not free apps like YouTube.

Sounds like it could mean that it was purchased but maybe there's not enough free space to download?
