Welcome to Apple Support Communities. You're having issues upgrading iCloud+ storage. Right?
Is there another device you can use to try upgrading? That might help isolate where the issue occurs. You can use an iOS device, Mac or PC as mentioned in Upgrade to iCloud+.
Also, make sure there is not an issue with your payment method or a previous order. The guidance from If your payment method is declined in the App Store or iTunes Store can help with that.
