Glare rays night photos - iPhone XR

Normally I would say that's lens flare but in this case, it looks like you need to clean the glass over your lens. If cleaning it doesn't help, then it's lens flare.

That definitely looks more like a smudge, make an appointment at the Genius Bar and have them look at it. Perhaps it's something on the inside of the protective glass cover.
