What does user is over quota mean

I'm unable to send and receive email.  I'm told user is over quota. 
How do I correct this?

Typically email service providers allow their customers to store (retain) a certain number of email messages on their web sites. So you will need to either download or delete some messages. Be sure to check all folders including junk mail, etc. Also. this means that you must empty the Trash. If you follow these steps, you will again b able to begin sending and receiving emails.
