Low disk space when trying to upload photo on iPad

I need to upload a photo of my insurance card for a Covid test. I haven’t had this problem before, but now I get a message saying “Low Disk Space. There is not enough storage available to download this photo. Check your storage space in Settings.” I recently purchased more storage space and have only used 25GB of 200GB. I deleted a bunch of photos but still get the same message. What do I do now?

iCloud storage and device storage are different. Here's a resource that explains more:


What's the difference between device storage and iCloud storage?


You will need to clear off some device storage in order to fix this issue:
