signing in to my iphone Xr, asks for password for my Apple ID. After I enter password, I get Verification failed, there was an error connecting to the Apple ID server. have WiFi and 3 bars LTE signal. signed in to Apple here on Apples site. What am I doing wrong?

According to the Apple System Status page, there have been some iCloud Account issues, which should be resolved by now.
Can you log into your iCloud Account on your computer?

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
