Keychain Saving and Syncing
If my iCloud storage is full, do password in the keychain still save or do I have to free up some iCloud storage in order for passwords to save and get synced in the keychain?

Thank you for posting in Apple Support Communities. We understand you'd like to know if you will be able to sync new data to iCloud Keychain if you have no available iCloud storage.
According to Downgrade or cancel your iCloud+ plan -
"If your iCloud storage exceeds your new storage plan capacity, iCloud won't sync or update your information. iCloud updates again when you increase your storage capacity or delete information to make more space."
If you need more space, you may want to take a look at Manage your iCloud storage to help make mores space available.
If needed, you could also Upgrade to iCloud+ to ensure you have the storage you need.
