I type in my apple ID and password. Enter the 6 digit code from my iPhone 6s and the application gets stuck loading.
I tried restarting my computer, installing itunes, reinstalling iCloud and nothing has solved this problem. 2-Factor Authentication worked on the web app at iCloud.com

If you're using a VPN or security software on the PC, we'd recommend disabling them, restarting the PC, and try it out again.

The application that I can't login in with is actually the Windows iCloud app. I enter the verification code and it gets stuck in loading forever. I was able to log into iTunes and the iCloud web app fine. I also disabled security software.
Not helpful, basically pointing the finger, you have no clue if the user is using third party security software.
I have the exact same issue and there is no third party security app installed.
