I want to physically transfer my ripped cds to my iPhone (ALAC files). I also want access to all the music I purchased from iTunes over the years on my Mac and iPhone. I don't want to use iCloud Music.
What's the best way to achieve this?

You should be able to use File > Device > Transfer Purchases to copy purchased media from the device to your library. See Recover your iTunes library from your iPod or iOS device - Apple Community if there is non-purchased media you need to reclaim.

One question before I implement your instruction: as I sit hear right now "Sync Library" on my iPhone is off and my Music library is empty (Library says "Sync Library is Off.."); is there a way to retrieve purchased iTunes tracks on the iPhone without turning Sync Library on?
