I have this problem where my voice memos from my apple watch save to my iPhone however my iPhone voice memos do NOT save to the apple watch.
I have Voice Memos turned on my iPhone and tried turning it off and on multiple times.

You mentioned having Voice Memos turned on, on your iPhone. Are those turned on for iCloud in Settings > your name > iCloud? Do any of the Voice Memos recorded on your iPhone show on your Apple Watch or is this specifically happening with new recordings?
You mentioned toggling Voice Memos on your iPhone. If you haven’t alerady, please also restart both your iPhone and Apple Watch.

At present there seems to be some conflicting information on whether voice memos recorded on your iPhone should be accessible on your Apple Watch via iCloud, though they absolutely should sync from your watch to your iPhone.

Yes, they are turned on in iCloud and none of the voice memos from my iPhone are saving to my Watch. I also restarted both my phone and watch however it still didn't save to the apple watch.
