Are you logged into your admin account?

Are you getting to the App Store?

Are you getting any error messages/ dialog box / anything?

Does the down load start and then fail?

Is this a personal computer or bound to Enterprise / MDM?

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

The update should be in your applications folder. right click it and put it in the trash. Then empty the trash. Or else it's in the download folder.
