icloud app for windows does not show mail calendar and contacts

Upon installing the iCloud App for Windows I see this.

What I should be seeing is something like this....

Note that the option for configuring Email, Contacts, Calendar and Tasks is missing.

Appreciate input on possible solutions.

Also, as feedback on this Apple product (yes, it's an Apple product) is poor with many claiming it simply doesn't work I'd welcome it if anyone at Apple could confirm that. No point spending any more time if iCloud Sync feature with Outlook doesn't work.
