A slow download speed is always suspect, if this is you then try getting on a faster Network if possible.

You can try from a Safeboot and then try initiating the download from this environment, also

verify you are using the Safari browser to initiate/download the macOS links.

if no success you can try from the Terminal.app copy & paste:

sudo softwareupdate --fetch-full-installer --full-installer-version 12.1

Check and see if the full installer is siting in your Applications folder..(?)
