Screen time for iPhone has not been available for 7 days

Recently, Screen Time has been showing the error of "Screen time for iPhone has not been available for 7 days" with a red icon. I have signed in and out of iCloud and it error remains. He has done the same. If I go in and tap "Downtime" and then turn on Scheduled, I can see the settings for his phone. However, every time I want to access his settings, my phone shows me the error, makes it look like his Screen Time is off and I have to go through the above.

How can I get this remedied?
