How do I stop Mac OS Monterey from verifying every time I open a Microsoft or Adobe app?

The answer you received is incorrect. The verification is only supposed to happen once. Not every single time you open a third party app.
The solution is to uninstall the app causing the repeated verification step and reinstalling it. It will then verify on the first launch as a "new" app, but then shouldn't afterwards.
Some apps will require a re-verification. Such as every time you apply an update to Office or the Adobe apps. But it should still only do that once after the update has been applied.
This does not happen on my M1-based MBAir. Let me clarify: it verifies these apps, but instead of taking 5-15 minutes (and I'm not joking) it takes about 5-15 seconds.
I have Office and I get the verifying about once a week for each app but only takes about 3 secs. on each.
ditto - this has been going on for weeks and is destroying productivity.
There is no "Enable System Extensions" choice in the Security and Privacy in System preference.

SAME. It's nearly unusable. It seriously reduces my productivity and use of these programs, and the Mac for that matter, as a digital artist.
I have uninstalled, reinstalled, and no improvement. And yes, my software is up to date, I'm Running Monterey v. 12.5
So then this is apple forcing us to upgrade and making our 2017-2019 macs obsolete? Totally disappointing, Apple. As a longtime user and a not-rich-artist, this is so not cool.
I had no choice but to go back to Microsoft Windows. And it seems Windows 11 has come a long way and has an enhanced the user interface that makes it OK with me.

I have no other suggestions, then. That's the only one I've ever read, or had to do myself.
One of the suggestions on this thread is to use a LaCie external drive instead of Macintosh HD internal drive. I spent yesterday switching to that. Much faster today.
