Location services

I'm being denied access to location services. I wanted to add a website to allow but when I go to apple preferences, privacy, and location..the list is greyed out and the choice to allow locations services is greyed out, so I cannot turn it back on. This is on a macbook pro. Thank you.

MacBook Pro 13″, macOS 11.6
