Hi,
I do have a new 2018 I5 and have also the problem of the mini when waking up does not turn on the HDMI display from time to time.
The display is the new Samsung smart Monitor M7 43". I tested also with the 32 version of the same display, same problem.
I introduced a case to Apple, hopefully they come with the solution soon.

Disable Sleep, it’s unnecessary on later Macs, all pain, no gain. To disable, check “Prevent…” in Energy Preferences and uncheck everything else. You can leave the display off time as is, unrelated to Sleep. Shut for long absences i.e. > 2 hours.

The "Turn display off after" timer works fine on my 2018 Mac Mini running Monterey and multiple displays.
Computer Sleep causes a random HDMI display wake issue. Check "Prevent your Mac from automatically sleeping...."
