Mac mini with M1 chip was bought yesterday (22/01/2022). It never wakes the monitor after sleep. I have to turn the monitor off and on again to get it to wake. I have been using the monitor for several years with a Mid 2014 15" Mac Book Pro without any problems.
Cable: HDMI
Monitor: Dell U2713H
Mac mini 2018 or later
I have experimented with a couple of cables which I had around the house.
USB C to HDMI: The monitor goes completely black. However, it never goes into a low power state. It wakes immediately.
Certified for UHD, 4K HDMI to HDMI cable: Monitor enters low power state and wakes immediately. This is what I would expect.

It's interesting that Apple never comments on this issue and just lets everyone flail around buying cables and even replacing monitors which they believe to be at fault.

Test a different Premium Certified HDMI cable, if you have one handy.
If not, buy a USB-C to DisplayPort cable instead of another HDMI cable.

FWIW, this is a common problem for the Mac Mini's and some HDMI displays.

OK my bad for calling the Off-Sleep.
In the older macOS's there was a slider for computer sleep and display sleep.
In the later macOS's, Display Off can also cause an HDMI Display to not turn back On.
Disable Sleep, it’s unnecessary on later Macs, all pain, no gain. To disable, check “Prevent…” in Energy Preferences and uncheck everything else. You can leave the display off time as is, unrelated to Sleep. Shut for long absences i.e. > 2 hours.
While I agree with your Energy Saver settings 100 and 10%
There is still a wake issue for some, when the Display on the HDMI port sleeps.
Not a cable issue den.thed. Disabling sleep should fix.
The HDMI port only sleeps when set to sleep (not to be confused with the display off timer which is unrelated to sleep).

Rare, if ever unless it’s a sleepy display/bad cable. Not a MacOS issue (anymore ). No bad, all good 👍 😁
