As the title indicates, Music disables Preferences>Sync Library by itself. Happens after every system restart and occasionally without restarting, i.e. between sessions of using (launching/quitting) the app.

And presumably you have a subscription to Apple Music or iTunes Match?
Is the computer authorized to your Apple ID and are you signed into your account?
Try holding down option+cmd as you launch Music to open it in its safe mode.
You can also try rebooting the Mac into its safe mode and then open Music to see if that helps the preference stick.
