Unblock a number in voicemail
why does a voicemail or text from a person in my contact list shows as a blocked voicemail when she is not blocked in my contact list??

Welcome to Apple Support Communities.
We understand a contact that isn't blocked is being blocked by your iPhone. Go to Settings > Phone > Blocked Contacts and make sure that the contact isn't listed there under different contact information. Restart iPhone. Make sure you have the latest software installed since new software was recently released. Check in Settings > General > Software Update. If it continues, you can remove the contact completely and re-create their contact card.
