Apple ID popup since I upgraded to Monterey

I upgraded to Monterey and keep getting this popping up - if I cancel, it keeps popping up. I have to cancel it about 3-5 times to make it go away, and then it comes back later.



Back story - when I first got this computer, it was signed in using someone else's Apple ID, and then I switched it to mine. But it's never been fixed completely - I had her remove the device from her devices, but some aspects (Keychain, Games, iTunes) are still tied to her account. So when this message pops up, it autofills with her email address. I suspect this is part of the issue.


I then try to sign in with my Apple ID and password, and get this message:


When I click review, it gives me this message:
