Using Siri without wifi with the release of IOS 15 (back in the fall of 2021)

Hi, I read that Siri was supposed to work without a wifi connection with the release of IOS 15, back in 2021.

I have followed the recommended steps and I still can't get it to work. Even after a complete restart.

Open the Settings app on your iPhone.
Scroll down and tap Siri & Search.
Tap Language.
Select English (United States).
Go back to the main Siri & Search page.
Make sure that the toggle next to Listen for “Hey Siri” is turned on.
Tap Siri Responses.
Tap the toggle next to the following to ensure they are enabled:

- Always Show Siri Captions
- Always Show Speech

Assistance would be greatly appreciated!!

Hi Barberlives123,

I'm only trying to access my contacts. Siri is completely unresponsive at the "Hey Siri" stage.

I did some more searching and I found an article saying that Siri can work without an internet connection only works if you have the A12 chipset or better??? My iphoneX only has the A11.

Thank you for participating in the Apple Support Communities. We understand you're trying to use Siri without access to the Internet, and we'd like to assist. This is possible, but it's limited to basic commands that don't require access to information and data from the Internet. How are you trying to use Siri without an Internet connection? You should be able to do things like create and dismiss alarms, open apps, control music downloaded for offline use.
