New gift card redeemed but balance shows 0

Hi, I have redeemed new gift card, but my balance shows $0.

I tried to redeem the same card again, but it says that it was already redeemed.

I checked previous responses to this question but nothing seems to work. I've signed out from all devices. I have even removed all of my devices from apple account. Signed out of apple account and signed back in, the balance still shows zero. What is happening?
