It is possible to add GPS capability to a WiFi Only model of iPad using an external GPS receiver. Similarly, WiFi+Cellular models with integrated GPS capabilities may need to use an external GPS receiver in some environments.
External GPS receivers are often used in marine, aviation and vehicular applications - and can be either directly connected via Lightning or via Bluetooth. Properly implemented, you will not need to (indeed should not ever) jailbreak an iPad to use a properly designed external GPS receiver.
There are various reputable third-party manufacturers from which to choose, of which one to investigate is BadElf.
If you have any kind of hardware that suggests or requires jailbreaking an Apple device, the hardware should be directed to the bin. Jailbreaking will not only remove built-in system security protection of your iPad, but will also void your Apple Warranty and permanently lose all access to Apple support and repair resources.
I have seen in every post about the item that the instructions says that the device is supposed to be jailbroken and download such app called Btstack GPS and then the device will work. I have the link to the amazon listing and even there it says such things.

Troubleshooting Bluetooth Connectivity:
Verify Compatibility: Looking at the user's manual, or the original packaging, what does is it show for compatible devices? If your device is not shown, then it will just not work :(. That would likely be due to it not having the required hardware for it to work.

Where are you seeing this? I'd be surprised to find out that the Developer has said this. If so, I'd suspect this to be spyware or malware.
Never Jailbreak your iPhone. Doing so is unwise, as it have become a hacked device, and you may get in trouble if doing so.
Not suggesting I am doing it.. I was just asking if there was an alternative to doing such things. I don't want to ruin the device by having the chance of my device to be bricked and not be usable anymore.
