iOS 15.3 download with hotspot

I was able to download iOS 15.3 to my iPad Pro 1, iPad Air 3, and iPad Air 4 using the hotspot on my iPhone 8 SE. When I tried to do the IOS download to my iPhone, it said I needed a WiFi connection. Previously I needed to do the downloads on my iPads using a WiFi connection, but was surprised when I was able to use the hotspot and faster speed of my iPhone for the downloads. Does Apple now allow iOS downloads using the iPhone hotspots and why not allow the iPhone to not require the WiFi connection.

Your iPad/iPhone requires a stable network connection to perform the update.

It follows that your iPhone update may include a “baseband” firmware update (this relating to your cellular connection) along with the system software update. As such, if using a cellular connection to perform for the update, you would be attempting to update the cellular connection that itself is supporting the device update.

Performing an update using a WiFi connection allows the baseband software to be updated.
