Presumably your iPad is running iPadOS15.

Unlike iPadOS14 and earlier versions, multi-tasking cannot now be disabled from settings. Multi-tasking has received a significant overhaul, both simplifying its use and introducing new controls.

Key to accessing and controlling multi-tasking is the small “three-dot” button that is found at the top-centre edge of the screen.

More information about using multi-tasking can be found in this support page:

Will Apple make exclusions for turning off the three dots or enable moving them for ipad users with disabilities specifically dexterity related? Palsy and other dexterity related disabilities make it impossible to open a tab in the middle without opening unwanted split screens.

Your’s is a compelling argument for being able to disable or reconfigure multitasking. Apple invite submission of comments, suggestions and feature requests via the Product Feedback portal - as this is perhaps the most appropriate channel by which to submit such comment.

In your instance, it may also be worthwhile making direct contact Apple Support - and ask to speak with an Accessibility Specialist. Apple have a team dedicated to offering support for accessibility issues. They will be able to offer help and support with suggestions and specific settings for users with difficulties with motor function and other disabilities.

You can contact Apple Support using the Get Support link at top-right of this page. Alternatively, you can initiate contact, or open a support case, using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

I hope this information is helpful in obtaining the specialist help that you need.
