You might ask yourself why you're using Photos, a free, consumer app when you all have Lightroom the industry standard for doing the same job. Using both is an unnecessarily complex workflow.

My first reply:
File => Export => Export Unmodified Original.
If you export as unmodified original then that's what you should get. If you're not getting a raw are you sure the original was one.
If you read the Link above there is a heading that tells you what is transferred.
If I did do that, would they migrate as RAW? I have such a meticulous library in PHOTOS that I hate to disturb it. My problem is that when I export a RAW picture from PHOTOS onto the Desktop then put it into Lightroom, it only shows up as a JPEG.
When I choose a RAW photo from PHOTOS and go to export it, is there a button that allows me to export it as an unmodified original? I'll check that out. Also, the above link tells me that it supports my camera which is a Canon 6R. I'm not sure that it actually says anything about PHOTOS. I know that if I start now using Lightroom to catalogue my pictures, I won't have any problem. I was just hoping to be able to edit the RAW photos I already have in PHOTOS with all the info that RAW brings in.

My workflow is to archive only the very best raw images in case another edited version might be needed in the future. The rest raw images are converted to .jpg in Lightroom 6.14 and deleted.
I will start using Lightroom from now on, but I have thousands of past RAW photos on my PHOTOS app. I'd like to use all of the RAW data on some of those.
