adding a shortcut key to fn lock?

I use one program for work that uses the function key extensively, but other than that I prefer to use the volume control or display brightness as the default.

so I’d really appreciate if there was a shortcut key to changing the default function keys… (sort of like changing keyboard languages with Ctrl+Space)

As for the shortcut,

perhaps a long press of the fn key?

I’m sure this isn’t the top priority for Apple and most users, but it would be greatly appreciated if something can be done!
