Same story: I updated to ios 15, and found that the apps are way smaller. I know the solution is to set icon size to “large”, but it’s already set to “large”, and I still have 30 icons instead of 20. Is it possible to fix this or do I just have to go back to ios 14?

Based on your message, it sounds like you have enabled ‘Use Large Icons’ on your iPad, but are seeing more app icons than you’d like on the Home screen.
When you toggle that feature off, are the app icons smaller than with it on? You should see a noticeable difference in the size of the app icons even though the number of apps on the Home screen(s) may not change.
