How to stop Apple blocking my iTunes library when I'm not in wifi range?

I've seen this question posted in 2015 and it is still happening! I understand if you sign up to Apple Music for free trial period you can then access your own iTunes library without wifi.

I would like to use my iTunes library music I've already paid for when I'm travelling or exercising out of wifi range. For those of us who don't wish to keep paying monthly fees for Apple music when we're in the nursing home is there any way to short circuit this?

I've already used my free trial period for Apple Music and really don't wish to re-subscribe & be constantly bombarded with endless

prompts to re-subscribe again.

I did play with the controls and somehow turned it on again but each track had to slowly download again before I could listen. Is there a way to download tracks to my iphone so I can listen without wifi?

Yes. Sync the phone to the library on the computer:
