Assuming that both your iPad and iPhone are signed-in to iCloud with the same AppleID - you simply need to enable Keychain in iCloud on both your iPad and iPhone:
Settings > [Your Name / AppleID] > iCloud > Keychain > iCloud Keychain - set to ON
