Iphone is locked by icloud do not have account information due to the phone belonging to a family member. Is there a way to unlock it by chance? Any help is appreciated

You need that Apple ID and password, or need to recover that Apple ID and password, or the original purchase receipt showing the serial number or similar receipts or legal paperwork and a discussion directly with Apple.

You can only unlock it with the help of the original owner. The family member must provide the Apple ID and password used to set up the activation lock. Without their help, you will never be able to use this phone.
