Mac Mail Doesn't show created folders

1. Are you creating a mailbox On My Mac or under a specific account? Create or delete mailboxes in Mail on Mac - Apple Support
2. Does the issue occur when creating a mailbox in a specific location or in multiple locations?
3. Is this a smart mailbox?
4. Do the mailboxes eventually appear or are you able to successfully create them after attempting to again?
