Do your Part. Inform Apple of this. You have just purchased a new device. So, let them know that this occurred right out-of-the-box. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what is occurring and what needs to be fixed.

Is this newly-purchased from Apple? If so, contact Apple Support. Perhaps this is a faulty device.

Why the Wait:
Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
It is hard to say if you had already activated it, it can get that screen for a number of reasons. You need to follow the steps in the Related Article to get it back going again.
