restore Ipad notes
I deleted my NOTES app from my Ipad, re-installed the app and all the notes are deleted. How do I restore them? There is nothing in recently deleted files on my Ipad or through ICloud.

You would have been warned that deleting the app would also delete your notes. If using Notes in iCloud they are gone forever. If they were saved locally you could restore them through a backup.
